KINX is a NEXRAD WSR-88D weather radar near Inola in Rogers County, Oklahoma, about 39 km east of Tulsa. The National Weather Service lists it as Tulsa; the Radar Operations Center gives the antenna's location as Inola, and NCEI carries Inola as an alias. The Tulsa forecast office runs it, and also operates the Fort Smith radar in Arkansas.
The Radar Operations Center's history notes that the Tulsa radar was accepted on a Friday in April 1993 and that killer tornadoes struck the next day. Wikipedia's list of NEXRAD sites gives April 1994 as the start of its data record.
Radar shows rain, snow and hail, not cloud, and nothing below its lowest beam; far from the antenna the beam passes high above the ground.
