KFDR is a NEXRAD WSR-88D weather radar in Tillman County in southwestern Oklahoma, about 5 km from the town of Frederick. It is one of the network's Department of Defense radars: the NWS radar list gives the site as Frederick/Altus AFB with the owner as DOD, and the Radar Operations Center lists it among the 21 DoD radars under the name Altus AFB. The base itself is near Altus, about 45 km to the northwest.
The National Weather Service office in Norman is the responsible forecast office. Wikipedia describes the Norman office as managing three radars, at Oklahoma City, Frederick and Vance Air Force Base, with the Frederick radar serving southwestern Oklahoma and western north Texas. Wichita Falls, Vernon and Burkburnett lie across the state line in Texas.
Wikipedia's list of NEXRAD sites gives February 1992 as the start of its data record.
Radar shows rain, snow and hail, not cloud, and nothing below its lowest beam; far from the antenna the beam passes high above the ground.
